Sediment from Puyallup River flows into Foss Waterway

Some days, the Puyallup River carries a great deal of sediment down from Mt. Rainier. That sediment then flows into Commencement Bay, and from there is carried into the Foss Waterway with the rising tide, right past the Esplanade. I've often wondered why there is more sediment on some days and none on other days. I would have thought the sediment would come after a rain, but so far as I've noticed that is not the case. Maybe someone with better knowledge of geology can explain it?
